  		<description><![CDATA[<P>Can the push for a greener energy sector be good for the state and Northern Colorado?</P>
<P>Many people think so, and they are calling job creation an important side effect of the move toward renewable power and increased energy efficiency.</P>
<P>In the United States, we lost 24 percent of our manufacturing jobs between 2000 and 2008, or almost 3.5 million. It also took a huge toll on Northern Colorado in those years, shedding roughly 3,397 jobs.</P>
<P>As times are changing, we have to change. NCEDC is working hard with our partners to bring back those higher-paying manufacturing jobs in the clean-energy sector. However, while doing so, we have a dilemma. If we don't have the skilled labor force, those companies cannot be successful.</P>
<P>Let's focus for a moment on the wind industry. The wind-power industry estimates it employs some 40,000 people in the U.S., with 20,000 of those jobs created in 2007 or growing 45 percent.</P>
<P>Wind farms are increasing, but the labor supply is not.</P>
<P>In 2007, wind farms installed almost 3,200 turbines, providing 5,200 megawatts, or enough electricity to power 1.5 million homes for a year. Officials see a large obstacle coming in the form of its own work force.</P>
<P>A highly specialized group of technicians that combines working knowledge of mechanics, hydraulics, computers and meteorology with the willingness to climb 200 feet in the air in all kinds of weather is badly needed.</P>
<P>And that creates an opportunity.</P>
<P>The American Wind Energy Association estimates the industry employed more than 20,000 last year. This doesn't include jobs making turbines and other equipment. They say future need is harder to quantify, given the uncertainties of the industry's growth. They project the need for at least 800 technicians to serve the turbines expected to be installed in 2008 alone.</P>
<P>So what is proactively being done in this region? Front Range Community College is creating technician certifications and two-year degrees that will offer opportunities to those who would find the $15- to $25-hour jobs a step up in their career paths.</P>
<P>These careers might be the first time a family has health benefits. In addition, the Northern Colorado Workforce Initiative spurred by NCEDC is gaining momentum.</P>
<P>This collaborative effort between primary employers, the educational system (K-12 and higher education) and organizations including the Larimer County Workforce Center, Chambers of Commerce, United Way and government are coming together in a common-sense, practical way to create training.</P>
<P>There are many sectors of our work force that would welcome new opportunities to help families thrive financially.</P>
<P>We have data showing a large underemployed population exists. Many identified have chosen to stay here for various reasons but live on less.</P>
<P>We are hearing of companies shutting their doors, thus creating a chilling effect on our economy.</P>
<P>For the past year, you've been hearing about the rising poverty statistics in the region - caused by these and many factors.</P>
<P>There is no wringing of hands in Larimer County. We are looking for and working on sustainable solutions for re-skilling opportunities for our people. Progress in clean energy is being made.</P>]]></description>

<P>PCIC is seeking a leader in regional climate impacts (RCI) with experience in regional downscaling using empirical methods and model output. The purpose is to support the assessment of climate impacts on economic sectors, community infrastructure, and other applications that require high resolution estimates of future climate conditions. The Lead of the RCI group leads and manages a small group of scientists and technical staff in regional climate analyses that supports assessment of climate impacts.</P>
<P>This work is a link in the chain of activities that connects climate analysis, future climate projections, climate impacts and adaptation to climate change.</P>
<P>The Pacific Climate Impacts Consortium (PCIC) seeks to bridge the gap between research and applications on future climate impacts in Pacific North America. A central theme is to apply climate information on a regional scale and make it relevant for stakeholders and governments. We operate in a team environment with individuals that are committed to conducting applied research with practical applications.</P>
<P>This position is one of several Lead-positions that are collectively responsible for the future of the consortium: planning and execution of research plans, development of new projects. The Lead reports to the Director of P-CIC and works closely with the Lead- Community Climate Impacts. Each Lead works collaboratively with staff members, other members of the consortium, and the research community, and represents their work at agencies of government, industry and academia. </P>
<P>This is a contract position and periodically renewable. The incumbent reports to the Director of PCIC and works closely with other senior staff and members of the Consortium.</P>
<P><B>Qualifications:</B></P>
<P><B>Education: </B></P>
<P>A graduate degree at the level of a Ph.D. with related experience (5 years) in Earth and Ocean Sciences and specialization in one of the following disciplines: Hydrology, Meteorology, Physical Geography, Mathematics, Statistics, or related disciplines with a strong focus on climate. A candidate with a M. Sc. degree and more than 5 years of related experience would also be qualified. </P>
<P><B>Experience:</B></P>

    <LI>Knowledge of climate analysis, and its impact on economic sectors community infrastructure.
    <LI>Experience with Regional Climate Model (RCM) output to assess climate impacts.
    <LI>Experience with the interpretation of statistical or dynamic downscaling results

<P>The Pacific Climate Impacts Consortium (PCIC) is seeking a climate diagnostic analyst to investigate the hydrologic components of model output from Regional Climate Models (RCMs). The objective is to determine future water resources in the 21st century in selected regions of British Columbia and Pacific North America. These results will also be used to support the assessment of climate impacts on water resources and power generation.</P>
<P>PCIC seeks to bridge the gap between research and applications on future climate impacts in Pacific North America. A central theme is to apply climate information on a regional scale and make it relevant for stakeholders and governments. We operate in a team environment with individuals that are committed to conducting applied research with practical applications.</P>
<P>The successful candidate should be capable of working with large, 4-dimensional data sets and designing diagnostic studies of the hydrologic cycle from model output. This work will be compared with other results from a hydrologic model, and the results will be described in technical reports, publications, and presentations to technical and stakeholder audiences.</P>
<P>This is a contract position, periodically renewable, and subject to a standard probationary period. Initial responsibilities will focus on application of existing statistical downscaling tools. The incumbent will report to the Lead, Hydrologic Impacts and work closely with other PCIC staff on applications of model output and historical data on a regional scale.</P>
<P><B>Qualifications:</B></P>
<P><B>Education: </B></P>
<P>Graduate Degree (PhD) in Earth and Ocean Sciences with specialization in Meteorology, Hydrology, Geography, Mathematics, Statistics, or related disciplines. Also acceptable is a MSc degree if accompanied by at least 2 years of professional experience in climate model diagnostics.</P>

<P>The successful candidate will be joining one of the UK's leading multi-disciplinary consultancies. Based in Cambridgeshire, the post will be attached to the Water Resources Management (WRM) department, but will develop links with all areas of the business. WRM works at the interface between man and the environment, with key functions covering water resources, water quality, hydrogeology, hydroecology, environmental assessment and climate change. </P>
<P>Within WRM there is a small climate change team. The work is focused primarily on impacts and adaptation, covering the whole spectrum of the built and natural environment, the economy and increasingly society. In addition some strategic-level mitigation assessments are undertaken e.g. policy review. The areas of energy, greenhouse gases and wider mitigation are managed within other departments e.g. Greenhouse Gas Management. However, close links are maintained with these teams, which are brought together for crosscutting projects. </P>
<P><B>Requirements </B></P>
<P>The post holder will have an MSc or PhD in climate change, with a good track record of practical experience and interest in climate impact and adaptation assessment. Your first degree may be in the natural / physical / environmental sciences or engineering. The post holder should have recognisable amount of relevant post-graduate experience, to include project management and ideally bid preparation. You should be able to demonstrate technical expertise in impact assessments (e.g. risk, modelling), or/and adaptation e.g. related to societal, corporate or policy responses. This may be from an academic, consultancy or corporate perspective. </P>
<P>The post holder will have the following essential attributes: - </P>

    <LI>Excellent report-writing skills, with the ability to review evidence and produce succinct and timely summaries.

<P><B>Responsibilities </B></P>
<P>Due to the company's expanding portfolio of project and clients, they are looking to recruit a consultant or senior consultant into their climate change team. The successful candidate will be expected to manage climate change projects, provide technical input to larger climate change and broader projects and support new business development. </P>
<P>Working as part of the WRM team, you will also have the opportunity to contribute to a broad range of other projects, including water resource management and planning, flood risk assessment, environmental impact assessment, sustainability, and a variety of policy work. </P>
<P>Much of their climate change (and carbon) work is related to the core functions of the Water and Environment business e.g. assessing the impact of climate change on future water supplies. Other work includes multi-sectoral assessments, where they typically work with external experts. </P>
<P>The company is currently engaged in a number of studies assessing the economic impacts of climate change. In general the work is a mixture of applied science and evidence-based policy advice. <P>Our candidate has the professional and personal capacities to contribute to the strengthening and further expansion of our emission trading activities. You combine 5 years of experience in analyses of market-based instruments, including emissions trading and emission reduction potentials in the power sector and industry with a commercial attitude. You will be responsible for developing and marketing new ETS-related activities and services, maintaining and establishing new client relationships and supporting colleagues in the various offices in this regard. You will also manage large ETS projects and provide specialist knowledge to colleagues and clients. Together with project managers and national workfield managers you will be responsible for upholding Ecofys' high quality standards and ensuring consistency across countries and related topics. <P>Biochar and soil carbon storage are newly developing topics which may have a crucial role in mitigating climate change through improvements to existing agriculture and forestry systems. Edinburgh has funding to create six new permanent lectureships in carbon capture, supported by funded postdoctorals and PhDs. Your research focuses on examination of all aspects of the low-temperature pyrolysis production of biochar. Approaches may include assessing diverse feedstocks, co-products and energy balances, with a variety of engineered plant in European or developing world settings, and field trials with diverse pyrolysis materials. The development of practical biochar systems is a fundamental objective. You must have a relevant PhD, with proven and published ability to work with, and lead, diverse stakeholders worldwide, and wish to validate and deploy real biochar systems.</P>
